Public Notice
HOLLIDAY C-2 SCHOOL DISTRICT
Special Education Public Notice
2026–2027 SCHOOL YEAR
Notice to Parents, Guardians, Students, and the General Public
The Holliday C-2 School District is committed to providing a free appropriate public education (FAPE) to all eligible children with disabilities residing within or otherwise under the jurisdiction of the District, consistent with the requirements of the Individuals with Disabilities Education Act (IDEA), applicable Missouri law, and the Missouri Department of Elementary and Secondary Education (DESE) State Plan for Special Education.
Child Find
Holliday C-2 School District has an ongoing responsibility to identify, locate, and evaluate children who may have disabilities and who may require special education and related services, regardless of the severity of the disability.
This responsibility applies to children ages 3 through 21, including children who:
- Attend Holliday C-2 School District;
- Attend a private, parochial, or other nonpublic school located within the District's jurisdiction, including eligible nonresident students;
- Are highly mobile, including children who are experiencing homelessness or who are migrant students;
- Are wards of the state;
- Are suspected of having a disability even if they are advancing from grade to grade;
- Are receiving other interventions or services but may nevertheless require special education and related services; or
- May otherwise have a disability and need special education and related services.
The District conducts Child Find activities throughout the school year. A parent, guardian, teacher, school employee, or other person who suspects that a child may have a disability may contact the District to request information regarding the referral and evaluation process.
Disability Categories
Under IDEA and Missouri's special education requirements, a child may be eligible for special education and related services if the child is properly evaluated and determined to have a disability and, because of that disability, requires special education and related services.
Holliday C-2 School District provides or arranges for services for eligible students in all disability categories recognized under Missouri's State Plan for Special Education, including:
- Autism;
- Deaf-Blindness;
- Emotional Disability;
- Hearing Impairment and Deafness;
- Intellectual Disability;
- Learning Disability;
- Orthopedic Impairment;
- Other Health Impairment;
- Speech or Language Impairment;
- Traumatic Brain Injury;
- Visual Impairment, including Blindness; and
- Multiple Disabilities.
Services may be provided directly by the District or through appropriate contractual, cooperative, or other arrangements consistent with applicable requirements.
The District also has a responsibility to refer infants and toddlers who are suspected of having a disability to Missouri's Part C early intervention system, First Steps, when appropriate.
Free Appropriate Public Education
Holliday C-2 School District assures that it will provide a free appropriate public education (FAPE) to eligible children with disabilities ages 3 through 21 who are under the District's jurisdiction.
Special education and related services are provided in accordance with each eligible student's individualized education program (IEP) and applicable federal and state requirements.
Eligibility for special education services is determined through an evaluation process conducted in accordance with IDEA and Missouri requirements. A medical diagnosis, standing alone, does not automatically establish eligibility for special education services.
Parent Participation And Rights
Parents and guardians are important members of the special education process. Parents have rights under IDEA and Missouri law concerning identification, evaluation, eligibility, educational programming, placement, and the provision of FAPE.
Parents have the right to participate meaningfully in meetings concerning the identification, evaluation, educational program, and placement of their child.
Parents may request an evaluation if they suspect that their child has a disability and may require special education and related services. Requests for evaluation should be directed to the child's school or to the District's special education administration.
Parents are encouraged to communicate concerns regarding their child's educational needs with the District so that appropriate procedures can be followed.
Access To Educational Records
Parents have rights concerning personally identifiable information and educational records maintained by the District relating to their child.
Consistent with applicable federal and state law, parents may inspect and review educational records relating to the identification, evaluation, educational placement, and provision of FAPE to their child.
Parents who believe that information contained in their child's educational records is inaccurate, misleading, or otherwise violates the privacy or other rights of the child may request that the District amend the record in accordance with applicable law and District procedures.
Information regarding the District's procedures for inspection, review, amendment, disclosure, retention, storage, and destruction of student records is available through the District.
Confidentiality
Holliday C-2 School District maintains the confidentiality of personally identifiable information relating to students with disabilities in accordance with applicable federal and state laws, including IDEA and the Family Educational Rights and Privacy Act (FERPA).
Access to personally identifiable student information is limited to individuals who are legally authorized to receive or access such information.
Alternative Language Formats
The District will provide this notice and other required special education information in an alternative language or format when required by applicable law so that parents and guardians can meaningfully understand their rights and the information being provided.
Parents or guardians who need this notice or special education information in another language or accessible format should contact the District.
Educational Surrogates
When a child with a disability or a child suspected of having a disability requires an educational surrogate because the child does not have a parent or other individual legally authorized to act as a parent, the District will follow applicable Missouri and federal procedures for determining the need for and obtaining appointment of an educational surrogate.
Complaints And Dispute Resolution
Parents and guardians have rights under IDEA and Missouri law to pursue dispute-resolution procedures when they believe a public agency has failed to meet applicable special education requirements.
Depending upon the circumstances, available procedures may include:
- Filing a state complaint with the Missouri Department of Elementary and Secondary Education;
- Requesting mediation; and/or
- Filing a due process complaint consistent with IDEA and applicable Missouri procedures.
Parents may obtain information regarding these procedures from the District or from the Missouri Department of Elementary and Secondary Education, Office of Special Education.
Procedural Safeguards
Parents of children with disabilities have protections under the procedural safeguards provisions of IDEA.
A copy of the Missouri Department of Elementary and Secondary Education's Special Education Procedural Safeguards Statement is provided to parents at the times required by federal and state law. DESE explains that the procedural safeguards statement must generally be provided at least once each school year and at certain additional points, including upon initial referral for evaluation and when a disciplinary removal constitutes a change of placement.
Parents may request an additional copy of the procedural safeguards statement at any time.
